9. Trends of Foreign Visitors

In 1999, with the economic recovery of various Asian countries and other factors, the number of foreign visitors coming to Japan increased in comparison with 1998, reaching 4.44 million. However, Japan ranks 36th in the world and is falling further behind. Developing policies to attract foreign travelers to Japan has become a major concern. "Welcome Plan 21," a government-sponsored project, has set a target of 8 million foreign visitors by 2007. In 2000, there were 4.76 million visitors to Japan, a 7.2% increase over 1999.
